The CWP Joint Committee commissioned consultants Scott Wilson to complete a strategic review and implementation plan (a Master Plan) with the aim to produce a vision for the future of the area.

CWP Strategic Review and Implementation Plan (Master Plan)

The study, which was completed in July 2008, was undertaken in three stages. The purpose of the study was to reflect the views of various sectors active within the Park, such as land owners, minerals operators, holiday parks and conservationists, and also the hopes and concerns of the 20,000 people who live within the Park?s 40 square miles.

Stage I Summary Report

The Stage I Summary Report represents the findings of the initial investigations by Scott Wilson in relation to the baseline information for the Cotswold Water Park. It also provides some initial indication of the future direction of the study. Please note that this study was completed well over a year ago. In the interim, some of the documents and strategies reviewed during the Stage I process have been updated or replaced with new documentation; particularly in relation to the minerals planning process and the emerging Minerals Core Strategies (MCSs); and also the Biodiversity Action Plan (BAP). Whilst the Stage II and Stage III reports reflect the current positions of both the MCSs and the BAP, it has not been possible to retrospectively update the Stage I summary.

Stage II and Stage III Consultation

The Stage II (Key Issues and Options Evaluation) and Stage III (Vision and Implementation Plan) reports were released in January 2008 for wider consultation. The consultation programme involved additional meetings to discuss the vision and implementation plan with key stakeholders and potential partners; workshops with local representatives from both the community and businesses; and an online survey form for completion by all those with an active interest in the CWP and its future development. The findings of the consultation are presented in this document, along with elements of the reports to be amended and strengthened as a result of the comments received.

Non-Technical Summary

The Non-Technical Summary document is a précis of the Vision and Implementation Plan. It also introduces the consultation process to people living in or who have an interest in the Cotswold Water Park whose views and comments are now being sought on these plans.
